The Christmas Lights outfit is found at the Treasure Book (which mysteriously vanished from he Gifts Shop for the Holiday Party). That means you’d need a coin code to unlock it.

No there’s no code. A coin code is a code you get with almost any Club Penguin toy you buy, with the code you can choose 2 items from the Treasure Book and one can be the christmas lights costume. It’s a cool costume but unfortunately you’d have to buy a code for it – not free.
